About the Program


WHO ARE THE TARGET PARTICIPANTS FOR THE GOVERNMENT OF CANADA FELLOWS PROGRAM?

As a prestigious exchange program, the Government of Canada’s Fellows should be candidates who are both highly skilled and very dedicated leaders.

Candidates will have:

  • extensive professional experience at a senior level;
  • exceptional leadership skills, including values and ethics, strategic thinking, engagement and management excellence;
  • an interest and ability to succeed in an assignment outside their current work environment;
  • the ability to build and sustain good working relationships; and
  • a willingness to return to the federal public service for 5 years (for public servants)
HOW MANY FELLOWS WILL PARTICIPATE?

In the first year of the program, nominations will be sought to identify 10 senior executives (5 from the federal public service and 5 from other sectors). Individuals will be nominated and supported by the Deputy Head or President/CEO of their respective organizations. In future years, up to 20 senior executives may be chosen.

WHO WILL SELECT FELLOWS?

The Clerk of the Privy Council and a committee of senior government officials will select outgoing public service participants. Participants coming into the federal public service will be selected by an Advisory Panel, chaired by the Clerk and co-chaired by the Associate Secretary to the Cabinet. Members will include leaders from business, academia, not-for-profit organizations and other levels of government.

ASSIGNMENTS

Assignments will be tailored to the Fellow and designed to ensure:

  • enrichment of leadership competencies;
  • opportunity to gather knowledge and new expertise;
  • “bridge building” between sectors;
  • fuller appreciation of the specific issues and concerns of other sectors;
  • development of networks; and
  • exposure to government decision-making processes (for participants coming into the federal public service).

Work assignments will vary in length and will last between 6 and 10 months. The terms and conditions of each assignment will be in accordance with the policy on Interchange Canada.

Individuals on assignment will remain employees of their home organizations for the purposes of compensation, relocation and other entitlements and will continue to be subject to security requirements as well as to the Values and Ethics Code.
