Do I need to submit my original proof of citizenship?

Yes; this requirement is stipulated in the Canadian Passport Order, which governs passport issuance. If you are applying in person, you may not need to surrender your document. All documents submitted by mail with your application will be returned to you upon verification. Signed photocopies of your proof of citizenship are not accepted.

If you qualify for the Simplified Renewal Process you do not need to submit your original proof of citizenship.
