Development Cooperation With Sri Lanka

Canada and Sri Lanka began their development cooperation partnership with the Colombo Plan, established in 1951 to support the newly independent members of the Commonwealth. In the 1960's and 1970's Canada's support, through the Canadian International Development Agency (CIDA), focused on large infrastructure projects, such as the Airport Road and the Uma Oya dam. In keeping with the changing priorities in the socio-political situation in the country as a result of the civil conflict lasting over two decades, the priorities of the Canadian development assistance shifted in the last two decades more in favor of strengthening democracy, human rights and providing humanitarian assistance. CIDA program in Sri Lanka presently aims at supporting development and strengthening governance institutions at the local level, local capacity building, promoting peace and coexistence and assisting resolution of the ongoing conflict.

Canadian International Development Agency (CIDA)

The Canadian International Development Agency (CIDA) is Canada's principal development assistance organization. The purpose of Canada's Official Development Assistance is to support sustainable development activities in developing countries in order to reduce poverty and contribute to a more secure, equitable and prosperous world.

CIDA's mandate is to support sustainable development in developing countries for the purpose of reducing poverty and contributing to a more secure, equitable and prosperous world. CIDA's official development assistance (ODA) with all countries is guided by the following six priorities that have been established to achieve this goal.

Basic human needs
Gender Equality
Infrastructure services
Human rights, democracy, good governance
Private sector development
Environment

CIDA's programs are implemented in collaboration with a wide range of partners in Canada and overseas, including the private sector, non-governmental organizations, universities and colleges, international organizations and national and local governments. The aim is to foster the long-term mutual benefits that will accrue from such partnerships.
