Antenna StructuresFrequently Asked QuestionsWhat's NewJune 28, 2007 - Industry Canada has released new antenna siting and approval procedures entitled CPC-2-0-03 Radiocommunication and Broadcasting Antenna Systems, Issue 4. These new procedures aim at ensuring greater community consultation and continued deployment of radiocommunication systems across Canada. The Department has carefully reviewed the recommendations contained in the reports prepared by Professor David A. Townsend and by the Telecommunications Policy Review Panel (TPRP), and has developed improved procedures in consultation with industry and community stakeholders. These new procedures will facilitate the development of effective and efficient radiocommunication with appropriately located antenna-supporting structures. The key changes include: clearer processes for public notification and consultation, and added community involvement. It should be noted that many aspects of the existing process remain largely unchanged with the update, specifically procedures pertaining to: compliance with the Canadian Environmental Assessment Act; Health Canada's Safety Code 6 radio frequency exposure guidelines; and Transport Canada/NAV CANADA aeronautical safety responsibilities. Industry Canada recognizes that tower sharing is a matter on which a number of interested parties have commented. This same matter is the subject of comment in the context of the current and ongoing consultation on a policy framework for the Advanced Wireless Services (AWS) auction. As such, the Department takes no decision at this time and will do so as part of the AWS policy framework. There will be a six-month transition period to allow the radiocommunication industry and Canadian communities sufficient time to adapt and align to the new procedures. These new procedures will come into effect January 1, 2008. Until then, CPC-2-0-03 entitled Environmental Process, Radiofrequency Fields and Land-Use Consultation, Issue 3, June 24, 1995, remains in effect.
