Human Resources Manager

Position Type: Full time

Compensation Type: Salary  66,855 - 78,653
Location: Ottawa, ON

The Canadian Centre on Substance Abuse (CCSA) seeks a full time Human Resources Manager. This position is responsible for activities relating to human resources recruitment and development as well as payroll administration for CCSA.  It requires a person with confidence in their organizational, administrative and excellent communication skills. Reporting to the Director of Operations, the Human Resources Manager must be able to effectively deal with all levels of the organization providing advice and guidance to all employees.

Responsibilities:

  • Develops position descriptions and implements recruitment strategies
  • Prepares internal and external advertisements and reviews/pre-screens applications
  • Arranges interviews, prepares screening materials, assists with candidate selection 
  • Prepares and administers testing to the applicants
  • Prepares employment contracts, 
  • Advises management on organizational structure and implementation
  • Coordinates and conducts exit interviews
  • Administers, maintains and develops human resources policies 
  • Provides advice regarding staff relations and the interpretation of labour legislation
  • Administers the performance review, leave, overtime statistics and reporting processes; 
  • Administers the employee payroll and benefits plan; 
  • Benchmarks employee salaries and benefits regularly 
  • Establishes and maintains personal files and records in a confidential and organized manner
  • Develops and maintains a database of staff competencies 
  • Investigates and recommends quality staff development opportunities
  • Recommends and arranges on-site staff training

Qualifications:

  • Bachelor degree in Human Resources
  • Minimum of 3-5 years experience in human resources, preferably in a not-for profit organization
  • Ability to determine testing requirements for potential candidates
  • Demonstrated experience in policy development and project management;
  • CHRP and/or CPM designation is a strong asset;
  • Strong written and oral English and French communication abilities,
  • Builds relationships based on respect and integrity

  • Demonstrated commitment to continued learning and sharing of information
  • Demonstrated commitment to finding creative approaches and solutions
  • Able to maintain a professional attitude; ability to handle stressful situations;
  • Able to maintain confidentiality and conduct work within appropriate privacy standards;
  • Demonstrated initiative and team spirit;
  • Proficiency with office computer software
  • Able to manage multiple tasks and competing priorities
