The Traveller Security Working Group

The goal of the Traveller Security Working Group is to develop and implement compatible processes that help ensure consistency in the effectiveness of screening activities prior to departure or upon arrival at the first port of entry to North America. To achieve this, efforts are underway to:

  • Develop and implement biometric standards and systems to enhance security for passports, visas, permanent resident cards, transportation credentials and other border documents.
  • Develop and implement immigration security measures to enhance North American security, including requirements for admission and length of stay; visa decision-making standards; and lookout systems.
  • Ensure the compatibility of systems that share data on high-risk travellers and examine the feasibility of a real-time information-sharing program on high-risk travellers, providing for risk management decisions on travellers destined for or transiting North America.

Some North American initiatives to enhance traveller security have been completed. For example, a series of protocols have been finalized that allow for the exchange of data on high-risk travellers using advance information systems. As well, Canadian and U.S. immigration control and airline advisory officers have been deployed overseas to address the issue of illegal migration to North America. Other efforts include:

  • Creating standards that apply to all modes of transportation and address requirements for background checks, provide credentials, and meet document security requirements.
  • Devising a single, integrated global enrolment program for North American trusted travellers by air, land and sea.
  • Exploring a common risk management decision process for Canada and the U.S.
  • Developing criteria for posting lookouts for suspected terrorists.
