What is the SRR Program?

The SRR Program (formerly the DSRR Program) is the official labour relations program of the RCMP as provided for in reg. 96 (1) (2) of the RCMP Act. The program represents RCMP regular members, civilian members and special constables.

Mission
To provide all members with strong, effective representation while facilitating their participation in the development of Force policies and programs.

Vision
To improve operational and administrative functions while balancing the responsibility and authority of management with the rights of the RCMP members, particularly the right to good conditions of employment.

Values
SRRs are committed to fostering the personal well-being of members and the development of the RCMP as an organization of excellence by respecting and promoting the Mission, Vision and Values of the RCMP and open, honest communication across all levels of the organization.

Origins of the SRR Program

Officially approved by members and management after Forcewide consultation in 1974, the SRR Program was designed to provide members of the RCMP with a formal system of representation to ensure their participation in the decision-making process and a voice in matters that affect their welfare, dignity and operational effectiveness.

The SRR Program has undergone numerous reviews in recent years to ensure it remains relevant to the changing needs and expectations of members. The Challenge 2000 program review resulted in several recent improvements to the labour relations climate including: increased consultation and an improved annual conference format between SRRs and the RCMP’s senior management, heightened communication with members, and the appointment of a civilian Director resulting in greater autonomy for the program. The SRR Program is now fully defined under the Caucus Constitution, and in an Agreement between the Commissioner and the SRR Program. These documents give SRRs the tools to ensure the program continues to be as meaningful and beneficial to members as it has over the past 30 years.

  • Early resolution of member grievances equals less job-related stress and continued productivity.

  • Flexible system that allows the RCMP and government to quickly manage resources to meet new pressures.
