Security & Emergency Preparedness
The Security and Emergency Preparedness (SEP) Directorate of Transport Canada
works in cooperation with others to safeguard the integrity and security of both
the national transportation system and the Department and also to provide an effective
emergency preparedness capability.
Security Operations
Responsible for providing the tools, training and techniques for regional security
operations including the development of operational standards and procedures for
the inspection, quality assurance and related training and awareness functions. Develops various products to increase stakeholder awareness and understanding
of transportation security issues and works with stakeholders to promote proper
security practices. |

Emergency Preparedness
Responsible for the National Emergency Preparedness Program, which consists of
emergency planning, exercises, training (which includes the Transport Canada Emergency
Preparedness Course), response, awareness and quality assurance. The National
Situation Centre provides a 24/7 focal point for response during emergencies.
Also responsible for the development and management of the National Critical Infrastructure
Assurance Program with transportation stakeholders as well as the development
and coordination of national and international plans.
Security Program Policy
Identifies areas of concern and determines, in consultation with others, an effective
response whether it be regulatory, technical, or operational in nature. Monitors
developments in transportation security in Canada and abroad, and identifies potential
implications for Canada and the Department.
Regulatory Affairs - Security
Responsible for the development of legislation and regulations for all transportation
modes. Provides advice on the interpretation of such legislation and regulations,
as well as on the implementation and enforceability of transpor-tation security
legislation and regulations. Also responsible for consulting internal and external
stakeholders on regulatory initiatives.
Intelligence
Performs the dual role of managing security screening programs for Transport Canada
employees and transportation sector workers as well as managing the Departmental
security intelligence program. Acquires, analyzes and disseminates political and
economic intelligence in support of Departmental strategic policy. Liaises with
other national and international agencies on security intelligence and counter-terrorism
matters.
Security Technology
Plays a major role in developing technical and operator standards, assessing
new and emerging technologies for their benefits to transportation security, managing
the Department's Security Research and Development Program and liaising with other
departments and foreign governments/agencies on security technology.
Strategic and Business Direction
Acts as focal point for strategic and business planning, processes and reports,
as well as finance and human resources planning and administration. Focal point
for responding to requests from the Ministers office.
Regional Operations
Regional Directors of Security receive functional direction from the Director
General of SEP in matters pertaining to transportation security and emergency
preparedness, and implement policies in the field.
