Assistant Commissioner (A/Commr.) Keith Clark is the RCMP’s Acting Chief Human Resources Officer (A/CHRO). He joined Canada’s national police force in 1980 after studying criminology at Simon Fraser University in British Columbia (BC). A/Commr. Clark’s policing career began in BC, where he performed general policing duties, drug enforcement and general investigations from 1980 to 1989. In 1989, A/Commr. Clark was transferred to RCMP Headquarters in Ottawa to undertake a variety of duties including counter-terrorism operations, tactical training and emergency response. Working with the Special Emergency Response Team (SERT) and the Tactical Training Unit, he was involved in the delivery of tactical courses to members of the RCMP, the Department of National Defence (DND) as well as various municipal police agencies. In 2003, A/Commr. Clark became the Officer in Charge of the Integrated Operations Support Unit (IOS). In this role, he supported the Deputy Commissioner of Operations by assessing operational performance, ensuring the integration of effort amongst the RCMP’s six operational business lines, and coordinating a quality assurance function for internal and external operational correspondence. In 2004, A/Commr. Clark was seconded to the Privy Council Office (PCO) as a senior policy advisor to the Assistant Secretary of the Security and Intelligence Secretariat. In this capacity he was responsible for managing a number of security related policy files and providing advice to the Assistant Secretary and National Security Advisor on day-to-day national security related events. After his secondment with PCO, A/Commr. Clark became the Director General of SPPD for three years. Reporting to the Deputy Commissioner of Operations and Integration, he was responsible for implementing and managing a number of national programs related to the RCMP’s strategic policy and planning mandate. Prior to being appointed the A/CHRO in August. 2007, A/Commr. Clark spent seven months honing his French language skills. He also has significant expertise in the areas of Tactical Training, Performance Management and Police Leadership & Education. |
