About Us

The FBI assists federal organizations reduce energy and water consumption and greenhouse gas emissions in their facilities. The FBI is a voluntary program developed and administered by NRCan that addresses three common barriers to improving energy efficiency. These include:

  • Inadequate capital budgets for energy efficiency projects;
  • A need for reliable information on current energy technology and practices; and
  • A lack of required skills to manage retrofits.

The FBI helps organizations identify and take advantage of energy efficiency opportunities by providing a wide range of products and services.

Energy Performance Contracting (EPC)

Under the FBI's innovative savings financing arrangement, clients have the option of overcoming tight capital budgets by transferring the up-front expense and risk of projects to pre-qualified energy service companies.

Following energy efficiency retrofits, organizations pay the lower bills that result to utility companies and then pay their energy service company the savings that result until project costs are recovered. Future savings are retained by the client.

Tailored Executive and Managerial Support

Federal organizations can count on the FBI for reliable information.

Publications and advice including sample tender documents are available to help clients build successful partnerships with their energy service company. The FBI is also a great source of information on energy efficiency-related environmental, health and safety issues. In addition, through employee awareness products and comprehensive training programs, employees can acquire the skills they require to work effectively with their energy service company or to manage successful energy improvement projects in-house.

To date, retrofits of 7500 federal buildings have been completed, attracting $265 million in private sector investments and generating $38 million in annual energy cost savings. These FBI projects have also helped improve building comfort, promoting a healthier, more productive workplace, and have reduced the impact of operations on the environment, cutting greenhouse gas emissions by 250 kilotonnes.
