Consular
services are provided in accordance with a number of Canadian laws and
regulations, as well as international treaties, understandings and procedures.
These regulatory and legal documents are available to the public and
may be consulted in the event of problems.
However, regulatory
and legal instructions must be interpreted and applied in hundreds of
countries and millions of situations. Therefore, interpretations and
decisions must be made by the persons directly involved. The
