Child Welfare

Every year Canadian officials assist families with issues related to the well-being of Canadian children outside Canada. Often the children are visiting or living with relatives and encounter problems. Officials will work closely with other family members and, where necessary, provincial child welfare authorities in providing protection and assistance to the children. Where necessary, arrangements will be made for the early return of the children to Canada.

Emergency Financial Assistance for Canadians Victimized Abroad

Sexual Assault

In the event of a sexual assault against a Canadian child outside Canada, consular officials at the nearest Canadian government office abroad are available to provide assistance and contact information for law enforcement authorities.

Consult the publication Child Sex Tourism: It’s a Crime for more information. If you wish to report a child welfare situation, contact the Emergency Operations Centre of Foreign Affairs and International Trade Canada.

  • Some countries also have toll-free lines to contact the Operations Centre in Ottawa.
Emergency Financial Assistance for Canadians Victimized Abroad

As of April 1, 2007, emergency financial assistance is available to individual Canadians who are victims of specified serious violent crimes in a foreign jurisdiction for emergency situations of undue hardship where no other source of financial assistance is available. The specified crimes are homicide, sexual assault, and aggravated assault or assault with serious personal violence, including against a child.

This emergency financial assistance is available through the Victims Fund, which is administered by the Department of Justice Policy Centre for Victim Issues (PCVI).
