How to use the In-Service Support Supply Arrangement (ISS SA)

The ISS SA was initially created for the use of the department of Social Development Canada and Human Resources & Skills Development Canada (formerly Human Resources Development Canada) in 2002.

However, the ISS SA is now available for use by other Federal Government Departments and Agencies through a PWGSC Contracting Officer.

Other Federal Government Departments and Agencies interested in using the ISS SA must do so via PWGSC for any dollar value contract.

The following explains the procurement process under the ISS SA:

The setting up of the In-Service Support Supply Arrangements consists of a two step process:

Step 1: Suppliers initially must qualify to be included in the supplier pool for one or many ISS Supply Arrangement Occupational Categories & Service Streams. A Supply Arrangement ‘Refresh’ is advertised on MERX usually annually to allow new suppliers to qualify and to allow current SA holders to qualify for additional streams and categories. Step 2: Specific service requirements are contracted on an ongoing basis through the pool of pre qualified SA Holders. Additional Evaluation criteria, which are deemed the most appropriate for each requirement, may be used under each RFP as required and may include, but are not necessarily limited to experience and education of the proposed personnel, experience and expertise of the Firm, etc. Requirements are advertised in the "contracting opportunities" section of this website. It is the responsibility of the SA holder to check regularly for new opportunities or amendments to current opportunities.

The proposals are evaluated consistently with evaluation factors identified in the RFP. The supplier is not to commence work until an approved Contract has been put in place.

Bidding period under Step 2

As a minimum, each competed RFP remains open for the following number of days:
  1. Low complexity (supply of resources only, does not required a work plan or approach and methodology for completing the work, simple evaluation process): 15 calendar days or less, depending on the nature and urgency of the requirement.


  2. Medium complexity (supply of a large team of resources, the SA Holders are invited to propose a solution to a simple problem, requirement or objective): 20 calendar days.


  3. High complexity (supply of a large team of resources, the SA Holders are invited to propose a solution to a complex problem, requirement or objectives, detailed proposals are required with complex evaluation): 25 calendar days.


The above time limits for bidding may be extended based on the complexity of the requirement.

Please note: there is no Sole Sourcing intended under the ISS SA.
