The licensee proposes to make
the above-noted service available for distribution in high definition
format. The programming would be the same as the standard definition
version of the service. |

In The regulatory framework
for the distribution of digital television signals, Broadcasting
Public Notice CRTC 2003-61,
dated 11 November 2003, the Commission stated the following in paragraph
67: |

The Commission will permit the licensee of a Canadian pay or
specialty service to make available for distribution an upgraded
version of the service, provided that not less than 95% of the video
and audio components of the upgraded and analog versions of the
service are the same, exclusive of the commercial messages and of
any part of the service carried on a subsidiary signal. The
Commission will authorize such an upgraded version by means of an
amendment to the licence of the corresponding analog service.

The licensee requests an
exemption, by condition of licence, of its requirement under section 17
of the Broadcasting Distribution Regulations (the Regulations)
with respect to the priority carriage of TVA’s signal. |

The licensee proposes to
replace the CIMT-TV (TVA Rivière-du-Loup) signal with the CFCM-TV’s
(TVA, Quebec) signal and distribute CFCM-TV with the same priority as
would normally be accorded to CIMT-TV under section 17 of the
Regulations. |

Videotron stated that it
intends to continue the distribution of CIMT-TV on the basic service but
would not distribute this station on a priority basis.

this change will increase the station’s coverage and improve service
both during the day and the night, in all directions. |

The Commission notes that a
similar power increase was approved in Decision CRTC
90-811, 28 August 1990, but never implemented. |

The licensee indicated that the
resulting coverage will be slightly different than that entailed by
Decision CRTC 90-811.

radiated power of 26,915 watts (maximum effective radiated power of
100,000 watts/antenna height of 285.8 metres). |

The applicant indicates that
the new service will meet the needs of the community underserved by
stations offering adult christian contemporary programming. |

The licensee advised that the
proposed changes would provide a much better coverage within its
licensed area resulting in an improvement of service. |

The authorized contours of the
station will change significantly resulting from the proposed decrease
in power, decrease in transmitter height and relocation of the
transmitter site. The coverage south of the Canadian border will also be
reduced. |
