Canadian Seniors Partnership - Networking to Shape the Way!

Terms of Reference



Background

In November 2001, the Canadian Seniors Partnership (CSP) was formed as a natural evolution of the Assistant Deputy Minister Seniors Cluster Steering Committee that had been established in the fall of 2000 to guide the development and launch of the Seniors Canada On-line (SCOL) Web site - a multi-jurisdictional, Government On-line (GOL) initiative.

The Canadian Seniors Partnership is a new means of collaboration among government and non-government jurisdictions in Canada that has been established to implement service improvements for Canadian seniors. The Partnership serves as a forum for information sharing and collaboration that does not interfere with traditional reporting relationships and accountability. The Partnership responds to emerging federal, provincial, territorial and municipal government goals to enable easier access to, and improved delivery of programs and services to Canadians.

However, the Partnership goes beyond technology. Collaboration is also encouraged among the partners to improve service across the traditional service channels ( mail, telephone and in-person) and to develop citizen-centred policy and program development.

Objectives

  • Build new service delivery partnerships amongst governments and non-government organizations that will meet the needs of seniors in the 21st century;
  • Collectively address issues related to integrated service delivery across all levels of government;
  • Provide a forum for greater understanding of existing initiatives in order to share common understanding and foster interest;
  • Pursue a common approach to achieve multichannel service delivery;
  • Create a network of service providers dedicated to meaningful change;
  • Develop an integrated focus for senior services that respects the National Framework on Aging and other Federal/Provincial agreements; and
  • Continue to share survey findings regarding seniors' needs.



Governing Council's Roles and Responsibilites

Governing Council

The Canadian Seniors Partnership (CSP) Governing Council membership includes senior managers and decision makers from the Government of Canada, the Provincial and Territorial governments, and non-government organizations. The Governing Council is co-chaired by a representative from the federal and provincial governments. Currently the co-chairs are the Assistant Deputy Minister , Veterans Services Branch and the Assistant Deputy Minister, Ontario Seniors Secretariat.

In support of the Canadian Seniors Partnership, the Governing Council will endeavor to:
  • Connect seniors' portals across Canada.
  • Create co-operative service transformation projects and initiatives to improve service delivery to seniors.
  • Enlarge the participating membership and enhance the impact of the partnership.


Operating Procedures
  • The Governing Council will meet on a quarterly basis or at the call of the co-chairs.
  • Agendas and supporting documents will be distributed by e-mail one week in advance of each meeting.
  • Decisions by the Council will be made by consensus.
  • Each partner of the Canadian Seniors Partnership will obtain support from their respective organizations for the funding and expertise required should they wish to contribute to initiatives .
  • The Seniors Canada On-line Project Office will provide support with regards to the performance targets and co-ordination services to the CSPl Governing Council co-chairs as required.
