Judicial review of Canadian International Trade Tribunal (CITT) decision concluding dumping, subsidization of carbon steel nuts and bolts not causing or threatening to cause injury to domestic industry—To reach that conclusion, CITT assessed impact of various economic factors, apart from dumping and subsidization—No evidence supporting argument CITT applied wrong legal test of causation— Application dismissed, Malone J.A. dissenting.
