Real Time Identification (RTID)

QUICK FACTS • In 1968, National Police Services installed the  first AFIS in the world. • The procurement of the new AFIS involved benchmark testing to ensure the purchase or the best value-for-money product. • Each of the 2,635 requirements for performance, features or functionality of the new AFIS was verified in at least 1 of 6 testing processes. • Over 4 million files from the legacy AFIS had to be converted to a format compatible with the new AFIS before production. • Client groups include: – Law enforcement and justice communities – Federal, provincial, territorial and municipal partners – Civil clients – International law enforcement • Approximately 230,000 civil clearance requests are received annually for: – Employment – Vulnerable sector volunteers and staff – Social services requirements – International adoptions – Waivers / Visas – Access to information requests • The Criminal Records Workflow component will manage: º 4 M criminal records º 540,000 annual transactions º 35 M supporting documents

Overview

RTID is a National Police Services (NPS) Project under the stewardship of the RCMP designed to improve the efficiency of Canada’s national fingerprint and criminal record repository. The existing manual, paper-based processes will be transformed into streamlined, standards-based, electronic processes. RTID will use modern technology to meet business demands and support interoperability with all agencies.

Fingerprint identification and criminal record services are provided by NPS Canadian Criminal Real Time Identification Services (CCRTIS) to the Canadian law enforcement, criminal justice and public security communities, as well as, international partners, such as the Federal Bureau of Investigation and Interpol. CCRTIS will support agencies as they adopt and transition to the new electronic submission processes.

RTID will:

Supply a new Automated Fingerprint Identification System (AFIS) and associated infrastructure including an NPS National Institute of Standards and Technology (NIST) Server to support rapid fingerprint identification and allow the immediate update of the associated criminal record

Enable seamless, paperless, electronic submission of fingerprints and criminal record data to CCRTIS.

Provide clients with specifications for a standard for electronic submissions to ensure that they can format data to be compatible with the NPS-NIST Server. The Phase 1 standard is the NPS-NIST Interface Control Document (ICD) Version 1.7.7.

Support the electronic submission of disposition information from law enforcement agencies ensuring an accurate and up-to-date criminal record.

Replace independent legacy systems with an integrated solution.

Define and implement a Criminal Record Workflow component to improve the efficiency of processing criminal record verifications.

Objectives

Once fully implemented, CCRTIS response time targets are:
