Research Methodology

CBAC utilizes three distinct phases in its preparation of advice to BMCC on
its projects.

Phase I (Expert Input) CBAC commissions experts in pertinent fields to
collect and analyze
information on various aspects of the topic to identify and clarify the
issues and options, and
submit research papers or commissioned reports to the Committee.

Phase II (Stakeholder Consultations) CBAC releases a consultation document
based on the information
and analysis developed in phase I, followed by multi-stakeholder
consultations designed to garner the views of Canadians
involved in or with a particular interest in the topic. During this phase,
CBAC seeks to validate the issues and options,
impacts and effects, and to identify "values" that must be addressed in
formulating advice. The
phase is concluded by the release of an interim report containing draft
recommendations.

Phase III (Public Consultations) CBAC solicits the views and comments of
all Canadians and
stakeholders on an interim report that contains draft recommendations. Phase
III concludes
with the issuing of a final report and recommendations taking into account
all input received during this phase.
