This compilation includes all ministers who, at the time of their appointment, did not hold seats in the Senate or in the House of Commons. If during the period between Parliaments (i.e. after dissolution) members of the immediate preceeding Parliament are appointed to the ministry before the election date, they are not considered to come from the outside. Former Senators and Members of the House of Commons brought back into the ministry before being named to the Senate or elected to the House of Commons are considered as being brought from the outside.
