Management Accountability Framework


As part of the continuing reform of the Public Service of Canada, the government is fostering a change in our management culture. This resolution to change is being driven by a commitment to reform the Public Service, based on openness, transparency and accountability to citizens for the programs and services that departments and agencies deliver on behalf of government.

Flowing from Results for Canadians, a broad consultation with our clients and stakeholders, the government enhanced the reporting and accountability of departments and agencies with horizontal initiatives such as the annual Reporting on Plans and Priorities and implementation of the Financial Integrated System. The government has also established 10 management expectations under an umbrella called the Management Accountability Framework.

The Management Accountability Framework embraces the pursuit of collective excellence, advocates a commitment to client service and satisfaction and supports a commitment both to empowerment and accountability of its managers and employees. Above all else, it will continue to strengthen the reform of our corporate management culture, contributing to effective and efficient management of resources while improving decision-making. It will rely on the Human Resources and Financial Information Strategy (FIS) reforms that are currently underway and provide Canadian Space Agency managers with additional integrated financial and non-financial information, a cross-cutting approach to risk management and specialized control systems framed by our Public Service values and ethics.

The Canadian Space Agency is fully committed to government objectives to modernize our corporate management culture. We trust that this commitment and our action in this important Management Accountability Framework initiative will continue to enhance our reputation as an open, transparent and accountable agency, recognized for our ability to effectively manage risk.

As an important part of the improvement process, our agency conducts annual self-assessment of our current management practices. This capacity assessment allows us to identify areas for improvement, to prepare an action plan for the management modernization at the Canadian Space Agency and find innovative solutions to management challenges.
