The Department of Justice, through its Office of La Francophonie, Justice in Official Languages and Legal Dualism, coordinates, within the Department, activities relating to both Canadian and international Francophonie. More specifically, it coordinates:

  • The institutional activities of the Department of Justice relating to international Francophonie;
  • The activities of the Department of Justice relating to Canadian Francophonie;
  • The implementation of Part VII of the Official Languages Act;
  • The promotion of bilingualism and bijuralism both within the Department and among its partners.

The Office of the La Francophonie, Justice in Official Languages and Legal Dualism has three components :

  • International Francophonie — The coordination of Departmental files concerning international Francophonie is under the responsibility of the Office. As such, the Office acts as the Justice correspondent with the Department of Foreign Affairs and International Trade in the development and the following-up of Canadian policies in matters of legal and judicial cooperation in international Francophonie.
  • Justice in Official Languages — This component includes two elements, i.e. access to justice in both official languages and coordination of the implementation of the government's (and therefore the Department's) commitment to the development and growth of official language minority communities (section 41, Part VII of the Official Languages Act).
  • Legal Dualism — This consists in promoting within the Canadian legal community the existence of two legal systems in Canada, i.e civil law and common law.
