Safety critical deficiencies 

Where deficiencies in the vessel's construction, its equipment or the crew's lack of training would place lives at risk, inspectors will issue a notice that the vessel is not to be used for commercial operations. Examples of safety critical deficiencies include: cracks in the hull, ineffective or inoperable bilge pumping system; insufficient or inadequate lifejackets; lack of or improperly maintained fire extinguishers; crew not certified for size of vessel.
