Replacement Class Screening Report for Harbour Maintenance Re-dredging and Land-based Disposal of Re-dredged Sediments in Prince Edward Island Public notice
The Canadian Environmental Assessment Agency (the Agency) declares the report entitled Replacement Class Screening Report for Harbour Maintenance Re-dredging and Land-based Disposal of Re-dredged Sediments in Prince Edward Island to be a replacement class screening report (RCSR) pursuant to the provisions of subsection 19(1) and paragraph 19(2)(a) of the Canadian Environmental Assessment Act (Act).
Public consultations on the RCSR took place from May 23 to June 21, 2007. The Agency received no written submissions from the public concerning the RCSR. In making the declaration proposed by the Department of Fisheries and Oceans (DFO), the Agency has reviewed the RCSR and has determined that the project screening process, as described in the document, will meet the requirements of the Act for the environmental assessment of the class of projects. It is also the opinion of the Agency that the class of projects described in the RCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.
The declaration is effective October 20, 2007, and is subject to the following terms and conditions:
- Subject to subsection 19(8) of the Act, the declaration period is valid until October 20, 2012.
- DFO will notify the Agency, in writing, a minimum of six months prior to the date on which the declaration expires, of its intention to renew the RCSR, to renew the RCSR with modifications or additions, or not to renew the RCSR and, thereby, allow the declaration to expire.
- To renew the RCSR, DFO will submit the proposed RCSR to the Agency not less than three months prior to the expiration date of this declaration, so that the Agency may initiate a new declaration process.
- DFO and the Agency will ensure that the RCSR is made available to the public in accordance with the requirements of the Act, as the RCSR may be amended from time to time. As such, DFO will place the RCSR in the Canadian Environmental Assessment Registry (CEAR) project file of its regional office. DFO will also post a statement of the projects in respect of which the RCSR was used, on the CEAR Web site, on a quarterly basis, as required under paragraph 55.1(2)(d) of the Act. The quarterly schedule for posting on the CEAR Web site is contained in section 1.4 of the RCSR.
- Any amendments to the report will be developed and implemented in accordance with the provisions for amendment contained in section 7.0 of the RCSR.

PRELIMINARY DETERMINATION OF INJURY
Seamless carbon or alloy steel oil and gas well casing
In the matter of a preliminary injury inquiry, under subsection 34(2) of the Special Import Measures Act, respecting the dumping and subsidizing of seamless carbon or alloy steel oil and gas well casing originating in or exported from the People's Republic of China
The Canadian International Trade Tribunal, under the provisions of subsection 34(2) of the Special Import Measures Act, has conducted a preliminary injury inquiry (Preliminary Injury Inquiry No. PI-2007-001) into whether the evidence discloses a reasonable indication that the alleged dumping and subsidizing of seamless carbon or alloy steel oil and gas well casing, whether plain end, beveled, threaded or threaded and coupled, heat-treated or non-heat-treated, meeting American Petroleum Institute specification 5CT, with an outside diameter not exceeding 11.75 in. (298.5 mm), in all grades, including proprietary grades, originating in or exported from the People's Republic of China have caused injury or retardation or are threatening to cause injury.
This preliminary injury inquiry is pursuant to the notification, on August 13, 2007, that the President of the Canada Border Services Agency had initiated an investigation into the alleged injurious dumping and subsidizing of the above-mentioned goods.
Pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal hereby determines that there is evidence that discloses a reasonable indication that the dumping and subsidizing of the above-mentioned goods have caused injury.
