Boards of Referees Policy and Administration Pursuant to section 111 of the Employment Insurance Act and section 78 of the Regulations

1. INTRODUCTION

The Employment Insurance (EI) Act creates Boards of Referees whose function is to make decisions on appeals regarding Employment Insurance benefits. Both claimants and employers have rights of appeal when they are dissatisfied with a decision made by employees of Human Resources and Social Development Canada (HRSDC). Boards of Referees are independent of HRSDC and the Canada Employment Insurance Commission, and therefore its staff have no authority over them or their individual members.

Given this context, nothing in this guideline is meant to interfere in any way with the independence of Boards of Referees, or individual members.
