Previously he served as Associate Deputy Minister, Foreign Affairs, and Associate Deputy Minister of Industry. Mr.&nbsp;Thibault began his career in the Public Service in 1968 with the Department of External Affairs, where he held a number of positions in Ottawa and abroad, including in Geneva, Tehran and Paris. In 1985, he became Director of the Operations, Priorities and Planning Secretariat with the Privy Council Office, later becoming the Assistant Secretary to the Cabinet (Security and Intelligence). He moved to the Treasury Board Secretariat in 1992, where he served as Assistant Secretary, Program Branch (Government Operations, Foreign and Defence), Acting Deputy Secretary, Program Branch, then Assistant Secretary, Government Operations Sector, and Executive Director, Canada Infrastructure Works Program. In 1997, Mr.&nbsp;Thibault was appointed Executive Director of the Immigration and Refugee Board, and the following year he became Federal Coordinator of the Year 2000 National Contingency Planning for the Department of National Defence.</p> </body> </html>
