<p align="CENTER"><font size="+1"><strong>APPOINTMENT TO BOARD OF DIRECTORS OF INTERNATIONAL CENTRE FOR HUMAN
RIGHTS AND DEMOCRATIC DEVELOPMENT</strong></font></p>
<p>John Manley, Minister of Foreign Affairs, today announced the appointment of John Fryer to the Board of Directors of the
International Centre for Human Rights and Democratic Development (ICHRDD) (Rights & Democracy).</p>
<p>Mr. Fryer is Chair of the Advisory Committee on Labour Management Relations in the federal public service and Visiting
Professor of Public Administration at the University of Victoria. A Member of the Order of Canada, John Fryer has
received various awards and distinctions, including the Gérard Dion Award for outstanding contributions to labour-management relations. He is the past National President of the National Union of Public and General Employees. In
addition, he was a member of the Board of Directors of the Canadian Civil Liberties Association.</p>
<p>The appointment is for three years.</p>
<p>The International Centre for Human Rights and Democratic Development is an independent body established by an act of
Parliament in 1988. It provides individuals and organizations in other countries with training, consultation and research
services to promote the observance of human rights and the full participation of all citizens in the democratic process. The
Board of Directors of the ICHRDD is made up of 13 members, including three from countries other than Canada. Its
