On October 21, 2005, the
government announced its commitment to proactively disclose the awarding of
grants and contributions, as part of its Management Improvement Agenda.
The disclosure threshold has currently been set at $25,000.
Proactive disclosure of grants and contributions represent a
continuation of the phased introduction of proactive disclosure requirements
that started with travel and hospitality, contracts for goods and services,
and position reclassification information.
The disclosure of grants and contributions will follow a quarterly
disclosure schedule that sees agreements reported on departmental websites
within 60 calendar days of the end of each reporting period.
This Website provides information on grants and contributions awarded by or on
behalf of Transport Canada. Beginning on May 31, 2006, and every three months thereafter, this Website will be updated to include information on new grants and contributions awarded by the Department in the previous quarter. The
rules and principles governing government awarding of grants and contributions
are
defined in the Policy on Transfer Payments
.
Transfer payments are transfers of money, goods, services or assets made from an
appropriation to individuals, organizations or other levels of government,
without the federal government directly receiving goods or services in return.
Payments that are made in exchange for goods or services are contracts and are
subject to the Government Contract Regulations, Trade Agreements and the
Contracting Policy.
Please note that information that would normally be withheld under the
Access to Information Act
or the
Privacy Act
does not appear on this Website.
