Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to section 11 of the Ministries and Ministers of State Act, hereby assigns the Honourable Ethel Blondin-Andrew, a Minister of State to be styled Minister of State (Children and Youth), to assist

(a) the Minister of Human Resources Development to be styled Minister of Social Development in the carrying out of that Minister's responsibilities; and

(b) the Minister of State to be styled Minister of Human Resources and Skills Development in the carrying out of that Minister's responsibilities.
