Vol. 137, No. 27 December 31, 2003 Registration CUSTOMS TARIFF Order Amending the Schedule to the Customs Tariff, 2003-4P.C. 2003-1981 11 December, 2003 Her Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to section 82 of the Customs Tariff (see footnote a) , hereby makes the annexed Order Amending the Schedule to the Customs Tariff, 2003-4. ORDER AMENDING THE SCHEDULE TO THE CUSTOMS TARIFF, 2003-4 AMENDMENTS 1. Tariff item Nos. 5206.14.00, 5206.15.00, 5206.24.00 5206.25.00 and 5509.53.00 in the List of Tariff Provisions set out in the schedule to the Customs Tariff (see footnote 1) are repealed. 2. The Description of Goods of tariff item Nos. 5205.14.20, 5205.15.20, 5205.24.20, 5205.26.20, 5205.27.20, 5205.28.20, 5205.35.20, 5205.46.20, 5205.47.20, 5205.48.20, 5206.14.10, 5206.14.90, 5206.15.10, 5206.15.90, 5206.24.10, 5206.24.90, 5206.25.10, 5206.25.90, 5509.53.10, 5509.53.20, 5509.53.30, 5509.53.40 and 5509.53.90 in the List of Tariff Provisions set out in the schedule to the Act is amended by striking out the reference to "Effective from July 1, 2002 to December 31, 2003". 3. Tariff item Nos. 5206.14.00, 5206.15.00, 5206.24.00 5206.25.00 and 5509.53.00 in the List of Intermediate and Final Rates for Tariff Items of the "F" Staging Category set out in the schedule to the Act are repealed. COMING INTO FORCE 4. This Order comes into force on the day on which it is registered. REGULATORY IMPACT (This statement is not part of the Order.) Description The Order Amending the Schedule to the Customs Tariff 2003-4 makes indeterminate temporary tariff relief on certain ring-spun yarns for use in the manufacture of knitted fabrics or knitted garments as recommended by the Canadian International Trade Tribunal (CITT) under the standing textile tariff reference on Review No. TA-2003-001. Alternatives It has been a longstanding practice to use Order in Council authority to reduce or remove customs duties on goods used in the production of other goods. No other alternatives would provide relief on a timely basis. Benefits and Costs The measures would help the Canadian knitting industry to continue to compete effectively in both the domestic and export markets. The revenue forgone to the Government as a result of this Order is estimated to be between $3-4.5 million annually. Consultation During the course of the CITT's review on this matter, all stakeholders had an opportunity to present their views. Compliance and Enforcement Compliance is not an issue.
