What Is the ES Development Program

Make Public Health Your Career

Promotion Process

In ESDP, participants progress from entry level (ES-02-ES-03) to ES-04 positions within PHAC’s ES workstream.

An essential requirement for promotion within the program is the manager’s formal performance assessment of the participant.  Performance assessments are conducted every six months to determine a participant’s progress in achieving the competencies of the next ES level.  A Qualification Assessment Board renders the final decision on candidate promotions.

Timelines for Promotion

Promotion occurs when the participant meets the competencies for the next ES level in ESDP.  The timelines for promotion may vary considerably based on the participant’s experience and skills.

However, it is projected that approximate periods for promotion from ES-02 to ES-03 level could be 12 to 18 months, and from ES-03 to ES-04 level could be 12 to 24 months.
