Permittee: Quin-Sea Fisheries Ltd., Cupids, Newfoundland and Labrador. 2. Type of Permit: To load and dispose of fish waste and other organic matter resulting from industrial fish-processing operations. 3. Term of Permit: Permit is valid from August 26, 2007, to August 25, 2008. 4. Loading Site(s): 47°32.90' N, 53°14.10' W, Cupids, Newfoundland and Labrador. 5. Disposal Site(s): 47°34.23' N, 53°13.60' W, at an approximate depth of 134 m. 6. Route to Disposal Site(s): Most direct navigational route from the loading site to the disposal site. 7. Equipment: Vessels, barges or other floating equipment complying with all applicable rules regarding safety and navigation and capable of containing all waste cargo during loading and transit to the approved disposal site. 8. Method of Disposal: The material to be disposed of shall be discharged from the equipment or vessel while steaming within 300 m of the approved disposal site. Disposal will take place in a manner which will promote the greatest degree of dispersion. All vessels will operate at maximum safe speed while discharging offal. 9. Rate of Disposal: As required by normal operations. 10. Total Quantity to Be Disposed of: Not to exceed 1 500 tonnes. 11. Waste and Other Matter to Be Disposed of: Fish waste and other organic matter resulting from industrial fish-processing operations. 12. Requirements and Restrictions: 12.1. It is required that the Permittee report, in writing, to Mr. Rick Wadman, Environmental Protection Operations Directorate, Environment Canada, 6 Bruce Street, Mount Pearl, Newfoundland and Labrador A1N 4T3, 709-772-5097 (fax), rick.wadman@ec.gc.ca (email), at least 48 hours prior to the start of the first disposal operation to be conducted under this permit. 12.2. A written report shall be submitted to Mr. Rick Wadman, identified in paragraph 12.1, within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit and the dates on which the loading and disposal activities occurred. 12.3. It is required that the Permittee admit any enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999 to any place, ship or structure directly related to the loading or disposal at sea referred to under this permit, at any reasonable time throughout the duration of this permit. 12.4. The loading and transit of material to the disposal site must be conducted in such a manner that no material enters the marine environment. Waste material spilled at any place other than the permitted disposal site must be retrieved. All waste must be contained on shore while the barge is away from the loading site. 12.5. The material to be disposed of must be covered by netting or other material to prevent access by gulls, except during direct loading or disposal of the material. 12.6. This permit must be displayed in an area of the plant accessible to the public. 12.7. Vessels operating under the authority of this permit must carry and display a radar-reflecting device at all times mounted on the highest practical location. 12.8. The loading or disposal at sea referred to under this permit shall not be carried out without written authorization from the Permittee. 12.9. Material loaded for the purpose of disposal at sea may not be held aboard any vessel for more than 96 hours without the written consent of an enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999.

JACQUELINE GRAVELLE [29-1-o] INTERNATIONAL DEVELOPMENT RESEARCH CENTRE Chairperson (part-time position) The International Development Research Centre (IDRC) is one of the world's leading institutions in the generation and application of new knowledge to meet the challenges facing developing countries. IDRC funds applied research by researchers from developing countries on the problems they identify as crucial to their communities. It also provides technical support to those researchers. IDRC builds local capacity in developing countries to undertake research and create innovations, believing that people from developing countries must take the lead in producing and applying knowledge for the benefit of their own communities. IDRC also fosters alliances and knowledge sharing between scientific, academic, and development communities in Canada and developing countries. IDRC's core mission supports Canada's policy goals and strengthens Canadian research and development support for international development. IDRC is accountable to the Parliament of Canada, reporting through the Minister of Foreign Affairs. A 21-member international Board of Governors has overall responsibility for the management of IDRC's affairs. The Chairperson fulfills three broad roles: managing the Board, working with management and representing IDRC. The Chairperson provides leadership to the Board as it reviews and monitors the strategy and direction of IDRC and the achievement of its objectives, ensures that the Board has sufficient knowledge to permit it to make major decisions when required, and fosters constructive and harmonious relationships between the Board and management, while maintaining the independence of the Board. The Chairperson plays a critical role in representing IDRC to the Minister, Parliament, other governments around the world and key stakeholders. The position requires experience in managing human and financial resources at the senior executive level. Experience serving on a board of directors, preferably as Chairperson, of a large complex organization, and experience implementing modern corporate governance principles and best practices, are also required. The preferred candidate will have experience dealing with senior officials in the federal government. Experience in the field of international development or experience or training in the natural or social sciences or technology would be an asset. The successful candidate must possess a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience. The qualified candidate must possess knowledge of the roles and responsibilities of the Chairperson, the Board of Governors and the President and CEO. The ideal candidate will have a deep interest in international development and research and will be knowledgeable of IDRC's mandate and the legislative framework within which it operates. Extensive knowledge of foreign policy and international issues, as well as financial literacy, are important. Excellent leadership and managerial skills, and the ability to provide the corporate vision needed to attain IDRC's mandate and objectives, are required. The successful candidate must be able to develop effective working relationships with the Minister and his Office, the President, senior officials in the federal government, including the portfolio Deputy Minister, and the Crown corporation's partners and stakeholders. The ability to anticipate emerging issues and develop strategies to enable the Centre to seize opportunities and resolve problems is necessary. The Chairperson must be able to foster debate and discussions among Board members, facilitate consensus and manage conflicts. Superior communication skills, both written and oral, as well as strong analytical, problem-solving and decision-making skills, are essential requirements. The Chairperson must act as an example to fellow governors through commitment to the highest standards of integrity and leadership. The chosen candidate must be a Canadian citizen and willing to travel within Canada and overseas. Proficiency in both official languages would be preferred.
