The new COA is comprised of a framework agreement which sets out the purpose, principles and management of the Agreement, and annexes which identify commitments by each government to address: Areas of Concern; Harmful Pollutants; Lake and Basin Sustainability; and Coordination of Monitoring, Research and Information. JOHN BAIRD ORDER 2007-87-01-02 AMENDING THE NON-DOMESTIC SUBSTANCES LIST AMENDMENT 1. Part I of the Non-domestic Substances List (see footnote 1) is amended by deleting the following:
COMING INTO FORCE 2. This Order comes into force on the day on which Order 2007-87-01-01 Amending the Domestic Substances List comes into force. [11-1-o] CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999 Significant New Activity Notice No. 14612 Significant New Activity Notice (Section 110 of the Canadian Environmental Protection Act, 1999) Whereas the Ministers of the Environment and of Health have assessed information in respect of the living organism Yeast; Whereas the living organism is not on the Domestic Substances List; And whereas the Ministers suspect that a significant new activity in relation to the living organism may result in the living organism becoming toxic under the Canadian Environmental Protection Act, 1999; Therefore, the Minister of the Environment indicates, pursuant to section 110 of that Act, that subsection 106(4) of the same Act applies with respect to the living organism. A significant new activity involving the living organism is any activity that does not include (a) manufacture of the living organism in, or importation of the living organism to, a contained facility, as defined in subsection 1(1) of the New Substances Notification Regulations (Organisms), where the living organism is not for introduction outside the contained facility or is for export only; (b) use of the living organism as a biocatalyst; (c) heat kill treatment of all non-gaseous wastes containing the living organism at a temperature equal to or greater than 70°C for a minimum of 15 minutes; and (d) filtration through 0.2 micron filters of all gaseous wastes. A person who proposes a significant new activity set out in this notice for this living organism shall provide to the Minister of the Environment, at least 120 days prior to the commencement of the proposed significant new activity, the following information: (1) A description of the proposed significant new activity in relation to the living organism; (2) All information set out in Schedule 1 of the New Substances Notification Regulations (Organisms) in relation to a use other than that set out in paragraph (a); (3) A description of the mode of action of the living organism in relation to a use other than as a biocatalyst; and (4) A description of any method other than those set out in paragraphs (c) and (d) above for the treatment of any effluents or wastes prior to release or disposal, and the efficacy of that method. The above information will be assessed within 120 days of its being provided to the Minister of the Environment.
JOHN BAIRD EXPLANATORY NOTE (This explanatory note is not part of the Significant New Activity Notice.) A Significant New Activity Notice (SNAc Notice) is a legal instrument issued by the Minister of the Environment pursuant to section 85 or 110 of the Canadian Environmental Protection Act, 1999. The SNAc Notice sets out the appropriate information that must be provided to the Minister for assessment prior to the commencement of a new activity as described in the SNAc Notice. Substances that are not listed on the Domestic Substances List can only be imported or manufactured by the person who has met the requirements set out in section 81 or 106 of the Act. Under section 86 or 111, in circumstances where a SNAc Notice is issued for a new substance, it is the responsibility of every person who transfers the physical possession or control of the substance to notify all persons to whom the possession or control is transferred of the obligation to comply with the SNAc Notice and of the obligation to notify of any new activity and all other information as described in the SNAc Notice. It is the responsibility of the users of the substance to be aware of and comply with the SNAc Notice and to submit a SNAc notification to the Minister prior to the commencement of a significant new activity associated with the substance. A SNAc Notice does not constitute an endorsement from Environment Canada of the substance to which it relates or an exemption from any other laws or regulations that are in force in Canada and that may apply to this substance or activities involving the substance. [11-1-o] DEPARTMENT OF INDIAN AFFAIRS AND NORTHERN DEVELOPMENT CANADA PETROLEUM RESOURCES ACT 2007 Call for Bids: Beaufort Sea/Mackenzie Delta The Minister of Indian Affairs and Northern Development hereby calls for the submission of bids in respect of three parcels comprising the following lands located in the Beaufort Sea/ Mackenzie Delta area:
The following is a summary of the official Call for Bids: 1. All bids must be submitted in accordance with the General Terms and Conditions of a Call for Bids which is available by request or by downloading from our Web site. 2. Winning bidders for parcels will receive an exploration licence for a term of nine years consisting of two consecutive periods of five and four years each. A sample of the exploration licence is available by request or by downloading from our Web site. 3. Sealed bids must be delivered, either by registered mail or in person, at the following address: Data Coordinator, National Energy Board, Frontier Information Office, 444 Seventh Avenue SW, Calgary, Alberta T2P 0X8. This Call for Bids will close at Noon, Mountain Time, on July 17, 2007. 4. Selection of the successful bid will be made on the basis of a single criterion, namely, the total amount of money that the bidder proposes to spend doing exploratory work on each parcel within Period 1 of the term of the exploration licence (work proposal bid). 5. Work proposal bids of less than $1,000,000.00 for each parcel will not be considered. 6. Each bid must be accompanied by a work deposit in the amount of 25% of the bid. Work deposits of unsuccessful bidders will be returned, without interest, after the announcement of the bid results. Work deposits of successful bidders are refundable as allowable expenditures are incurred during Period 1 of the term. 7. Issuance fees of $250.00 per grid, or portion thereof, must be submitted with the bid by separate cheque made payable to the Receiver General for Canada. 8. Exploration licences are subject to the payment of Environmental Studies Research Fund (ESRF) levies in accordance with section 81 of the Canadian Petroleum Resources Act. Where applicable, the ESRF manager will send notices to the interest holders. 9. The drilling of one well prior to the end of Period 1 is a condition precedent to obtaining tenure to Period 2. Where a well has been commenced and drilling is being pursued diligently, Period 1 shall continue until the well has been completed. Period 2 shall be reduced accordingly. Such a well shall be drilled to a depth sufficient to evaluate a defined geological objective. The interest owner may, at his or her option, extend Period 1 for one year by posting a drilling deposit, in the name of the Receiver General for Canada, with the Northern Oil and Gas Directorate of the Department of Indian Affairs and Northern Development, before the end of the last year of Period 1. Where Period 1 is extended by the posting of a drilling deposit, Period 2 shall be reduced accordingly. 10. Rentals will be payable during Period 2 at a rate of $3.00 per hectare in respect of the first year, $5.50 in respect of the second year and $8.00 in respect of the third and fourth years. There are no rentals payable in Period 1. Rentals are refundable as allowable expenditures are incurred during Period 2 of the term. 11. A Schedule of Allowable Expenditures is available by request or by downloading from our Web site. 12. Operators wishing to conduct activities as a result of this Call for Bids will be required to comply with all federal environmental requirements including, for example, the federal Environmental Assessment and Review Process, as well as those defined in the Inuvialuit Final Agreement. 13. The successful bidder shall adhere to the Northern Benefits Requirements Associated with New Exploration Programs which is available by request or by downloading from our Web site. 14. The successful bidder shall adhere to the terms of the Inuvialuit Land Claim Agreement. Interested parties should become familiar with the Agreement. 15. For the purpose of issuing an exploration licence, the Minister will choose the highest bid in terms of the single bidding criterion (work proposal bid). The Minister is not bound to select any bid submitted. Bids will only be accepted in relation to an entire parcel.
