Motor Vehicle Fuel Efficiency Initiative

The Government/Industry Motor Vehicle Energy Committee (GIMVEC)

The Government/Industry Motor Vehicle Energy Committee (GIMVEC), initially struck in the early 1980s, was revived in 1996 following the signing of a Memorandum of Understanding (MOU) on Motor Vehicle Fuel Efficiency between Natural Resources Canada (NRCan) and the domestic and import vehicle manufacturers. GIMVEC is a forum at which energy-related motor vehicle issues are discussed. The committee includes representatives of the Canadian Vehicle Manufacturers' Association (CVMA), the Association of International Automobile Manufacturers of Canada (AIAMC), NRCan, Environment Canada, Transport Canada and Industry Canada. The Committee has three co-chairs, one each from the CVMA, the AIAMC and NRCan.

The committee functions on a consensus basis and relies on funding and in-kind services from members in order to carry out its mandate. The main objectives of GIMVEC are set out in the MOU on Motor Vehicle Fuel Efficiency. Separate sub-committees have been established to deal with special interests, often of a technical nature. The membership of these sub-committees includes representatives from the main GIMVEC committee. In addition, other stakeholders may be invited to the main committee or sub-committees. Two sub-committees have been struck.

Communications and Energy Data Sub-Committee
The mandate of the Communications and Energy Data Sub-Committee is to develop and disseminate, through various distribution channels, information, events (such as the Most Fuel-Efficient Vehicle Award) and comparative tools (such as the Fuel Consumption Guide and the EnerGuide label). These tools will help dealers and purchasers of new vehicles understand how fuel consumption affects vehicle operating costs and carbon dioxide emissions. The committee also has the mandate to review current practices and guidelines for data submission under the Government/Industry Voluntary Fuel Consumption Program, including the Vehicle Fuel Economy and Information System (VFEIS). It evaluates potential revisions to the data submission system, including the possibility of adopting company average fuel consumption (CAFC) credits for alternative transportation fuel (ATF) vehicles and test procedure adjustments. It also assists in identifying other data relating to fuel consumption to support the MOU implementation.

Technology Sub-Committee
This sub-committee has a mandate to establish and supply data to assist in the modelling of fuel consumption impact of various measures that will influence motor vehicle fuel efficiency. It assists NRCan in developing more accurate CO2 projections for the road transportation sector by reviewing various estimates of fuel consumption and motor vehicle fuel efficiency improvements based on technology penetration. It also examines the potential for increasing Canadian participation in R&D; initiatives such as the U.S Partnership for the Next Generation Vehicle. The sub-committee assists in the development of technical documentation to support consumer-based messages related to on-road fuel consumption and CO2 impacts of vehicle options.
