Position #: 153 Location: Ottawa, Canada Salary Range: $93,425 - $116,781 Duration: Indeterminate Closing Date: Extended until December 2, 2007 Job Overview The Research for International Tobacco Control (RITC) program works to create a strong research, funding and knowledge base for the development of effective tobacco control policies and programs that will minimize the threat of tobacco production and consumption to health and human development in developing regions. Based at the IDRC head office in Ottawa, Canada, the Program Leader will oversee the planning and implementation of RITC’s rapidly growing and diverse program of research support and manage a multidisciplinary team of professionals based in Canada, as well as in IDRC’s Dakar office. S/he will represent the program and will develop partnerships with other actors in Canada and internationally, and will continue to promote RITC’s leadership on issues of global tobacco control research and policy. Candidate Profile Education - PhD or a Masters degree with equivalent work experience and a record of research and publication in a discipline relevant to tobacco control in developing regions (e.g. medicine, public health, epidemiology, economics or other relevant social sciences)
Experience - Ten years relevant experience in research/project management and policy research
- Experience leading and managing a multidisciplinary team including diverse cultures, expertise and experiences
- Experience in tobacco control research or related health issues
- Experience working in developing regions
Language - Bilingual Imperative position (English/French) at the following levels of the second Official Language: Oral Comprehension - C; Oral Expression - C; Reading Comprehension - C; Written Expression - B.
Knowledge - Knowledge of economic and social policy issues in developing regions
- Extensive knowledge of tobacco control research and policy issues and more general understanding of global health policy issues
Competencies - Excellent interpersonal and verbal/written communication skills
- Strong planning, organization, coordination and negotiation skills under pressure
- Ability to manage a portfolio of concurrent field studies, consultations, and meetings in several countries over a tight timeline
- Ability to lead and manage a diverse, multidisciplinary, international team
- Ability to analyze and synthesize complex multidimensional data and information
- Ability to provide specialized advice and guidance to a full range of stakeholders in tobacco control (e.g. communities, researchers, consultants, government officials, development partners, multilateral agencies)
- Awareness of and sensitivity to individual, gender and cultural differences
