Standards
The Dangerous Goods Standards Division of Commercial and Business Aviation is
responsible for providing technical advice on the maintenance and development of
the Transportation of Dangerous Goods Regulations (TDGR) as it pertains to
the transport of dangerous goods by air and, through the membership of the Chief,
Dangerous Goods Standards Division on the International Civil Aviation Organization (ICAO)
Dangerous Goods Panel, the International Civil Aviation Organization Technical
Instruction for the Safe Transport of Dangerous Goods by Air (ICAO TI's).
The Division provides functional guidance and support to the Regional Commercial
and Business Aviation Dangerous Goods Inspection Offices throughout Canada
through the development and maintenance of operating standards, policies, and
guidelines.
The Division is also responsible for coordinating the Civil Aviation review of
Permit of Equivalent Level of Safety applications and for the development and
implementation of a Multi-year Public Awareness Program to promote the safe
transport of dangerous goods by air.
Regional Commercial and Business Aviation Dangerous Goods
Commercial and Business Aviation Dangerous Goods Inspectors in the Regional
Offices are designated by the Minister of Transport as Inspectors 'for all
purposes, all classes of dangerous goods, and for all buildings and places for
air means of transport.
There are approximately 24 full time Civil Aviation Dangerous Goods Inspectors
located in 6 Regional Offices throughout Canada. Their job includes:
- Auditing and inspecting air operators (Canadian and foreign) at such sites as
airport ramps, passenger/baggage check-in areas, and cargo acceptance locations.
- Auditing and inspecting shippers and freight forwarders who handle, offer for
transport and transport dangerous goods by air.
- Conducting investigations of alleged air related violations of the
Transportation of Dangerous Goods Act, 1992 by air operators, shippers,
and freight forwarders. Implementing enforcement actions including, proceeding with
prosecution action, and detention of dangerous goods.
- Reviewing and approving Air Operator
Dangerous Goods Chapter of
the Operations Manuals and Air Operator Transportation of Dangerous Goods Training
Programs.
- Conducting Public Awareness Activities.
