Dangerous Goods Carried by Passengers - Outdoor Activities

Introduction

This Notice pertains to passengers intending to travel by air to an outdoor activity, such as hunting or fishing trips, wilderness tours, mountaineering, etc. that would like to carry dangerous goods in their baggage, and is of importance to Canadian Outfitters, Passenger Handling Staff, Passenger Check-in Staff, Security Screening Staff, the Canadian Air Transport Security Authority, and Air Operators

Regulations governing the transport of Dangerous Goods

The Transportation of Dangerous Goods Regulations (TDGR) and by reference the International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI's) regulate the transport of dangerous goods by air to, from and within Canada.

Passenger's Baggage - Outdoor Activities

Individuals or groups planning outdoor activities requiring travel by aircraft who intend to carry articles or substances meeting the criteria of one of the nine classes of dangerous goods are advised that it is a criminal offence to transport undeclared dangerous goods in carry-on or checked baggage, or on the person.

The following are examples of dangerous goods that are prohibited for transport in a passenger's baggage.

  • Class 1 - Explosives
    (e.g. black powder, black powder pellets, flares, signal devices, bear bangers, etc.);
  • Class 2 - Compressed gas
    (e.g., bear spray, pepper spray, aerosols, oxygen canisters flammable gas (propane, butane used in stoves, and heating equipment), etc.);
  • Class 3 - Flammable liquid
    (e.g. white gas, kerosene, for stoves and heating equipment, lighter and lighter fuel, solvents, etc.);
  • Class 4 - Flammable solid
    (e.g. strike anywhere matches, safety matches, magnesium, firelighter solid, etc.);
  • Class 6 - Toxic substances
    (e.g., disinfectants);
  • Class 8 - Corrosive
    (e.g. Battery filled with acid, blood pressure instrument (mercury), silver polish, drain cleaner, etc.); and
  • Class 9 - Miscellaneous
    (e.g. first aid kits, survival kits, diving lamps, lithium batteries, life saving appliances, articles or substances presented as 'Consumer Commodities' (United States legislation refer to Consumer Commodities as 'ORM-D's')).

Dangerous Goods Permitted in Carry-on or Checked Baggage.

TDGR Requirements

For those who wish to offer dangerous goods to an air operator as cargo they must be trained and comply with the appropriate provision of Part 12 - Air of the TDGR.
