Requirements Governing the Sequence of Dangerous Goods Related Information on the Dangerous Goods Transport Document used for Air Transport of Dangerous Goods

Introduction

This Notice is directed to air operators and shippers of dangerous goods.

Regulatory Text

The Transportation of Dangerous Goods Regulations (TDGR) and by reference the International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI's) govern the transport by air of dangerous goods to, from and within Canada.

Come January 1, 2005 the 2005/2006 ICAO Technical Instructions on the Safe Transport of Dangerous Goods by Air (ICAO TI's) will require the dangerous goods related information on the air transport document to be in the following sequence:

  1. the UN number preceded by the letters "UN";
  2. the proper shipping name, as determined according to 3;1.2;
  3. the class or, when assigned, the division of the goods, including for Class 1 the compatibility group letter. Any assigned subsidiary hazard class or division number(s) must be entered following the numerical hazard class or division and must be enclosed in parenthesis. The words "class" or "division" may be included preceding the primary or subsidiary hazard class or division numbers;
  4. where assigned, the packing group for the substance or article which may be preceded by "PG" (e.g. "PG II").

An example of such permitted dangerous goods description is:

"UN 1717 Acetyl alcohol 3 (8) II"

OR

  1. the proper shipping name, as determined according to 3;1.2;
  2. the class or, when assigned, the division of the goods, including for Class 1 the compatibility group letter. Any assigned subsidiary hazard class or division number(s) must be entered following the numerical hazard class or division and must be enclosed in parenthesis. The words "class" or "division" may be included preceding the primary or subsidiary hazard class or division numbers;
  3. the UN number preceded by the letters "UN";
  4. where assigned, the packing group for the substance or article which may be preceded by "PG" (e.g. "PG II").

An example of such permitted dangerous goods description is:

"Acetyl alcohol, 3 (8), UN 1717, II"

Section 12.2 (b) of the Transportation of Dangerous Goods Regulations (TDGR) states:

12.2 Shipping Document

The shipping document for dangerous goods transported by aircraft must:

b) show the information required for the dangerous goods by the ICAO Technical Instructions in the format established on the shipper's declaration specimen illustrated in section 8.1.7 of the 42nd Edition of the "Dangerous Goods Regulations", published by the International Air Transport Association;

Issue

The 42nd Edition of the IATA Dangerous Goods Regulations, referenced in Subsection 12.2 (b) of the TDGR displays a sequence of dangerous goods related information that is no longer valid.

Resolution

An amendment to the Transportation of Dangerous Goods Regulations has been put forward to address this inconsistency (See Section 70 of Amendment No. 6 as posted on the following website: http://www.tc.gc.ca/tdg/clear/modifications/amendment6.htm).

However, this amendment will not come into effect prior to January 1, 2005. Therefore, in the interim, a Permit of Equivalent Level of Safety, SA 8277 has been issued to all Canadian Air Operators and Foreign Air Operators who transport dangerous goods to, from and within Canada to permit them to handle, offer for transport or transport dangerous goods which are accompanied by a shipping document which shows the information required by the ICAO TI's on a Shipper's Declaration illustrated in the 46th Edition of the "International Air Transport Association Dangerous Goods Regulations (IATA DGR)".
