FEDERAL COURT OF CANADA  JUDICIAL APPOINTMENT ANNOUNCED

            OTTAWA, August 1, 2001 -- The Honourable Anne McLellan, Minister of Justice and Attorney General of Canada, today announced the following appointment:

            Michael A. Kelen, of Ottawa is appointed a Judge of the Federal Court of Canada -- Trial Division.  He replaces the Honourable Barbara J. Reed.

            Mr. Justice Kelen received a Bachelor of Laws from Queen's University in 1972 and was admitted to the Bar of Ontario in 1974.  He began practice as Counsel with the Civil Litigation Section of the Department of Justice.  In 1980, Mr. Justice Kelen established his own practice specializing in matters related to federal government legislation, international trade law, commodity tax law and administrative law.

Mr. Justice Kelen has appeared before the both the Trial and Appellate Division of the Federal Court of Canada as well as various administrative tribunals including the Canadian International Trade Tribunal.

            This appointment is effective immediately.
