APPOINTMENTS TO THE CANADIAN HUMAN RIGHTS TRIBUNAL

OTTAWA, December 20, 2001 -- The Honourable Anne McLellan, Minister of Justice and Attorney General of Canada, today announced the following appointments to the Canadian Human Rights Tribunal:

Dr. Paul Groarke of Fredericton is appointed a full-time member of the Canadian Human Rights Tribunal. Dr. Groarke received a Bachelor of Laws from the University of Calgary in 1980, and a Master's Degree in English from Dalhousie University in 1987. He also holds a Master's Degree in Philosophy (1994) and a Ph.D. in Philosophy (2000) from the University of Waterloo. He was admitted to the Bar of Alberta in 1981.

Dr. Groarke was first appointed to the Canadian Human Rights Tribunal Panel in 1995, and was re-appointed in 1997. At the present time, Dr. Groarke is an Assistant Professor in the Department of Criminology and Criminal Justice at St. Thomas University in Fredericton. He is the author of numerous articles, publications and reports on a range of topics in his field of expertise.

This appointment is effective April 2, 2002.

Mr. Michel Doucet of Moncton is appointed a part-time member of the Canadian Human Rights Tribunal. Mr. Doucet received a Bachelor of Laws from the University of Ottawa in 1982, and a Master's Degree in Law from Cambridge University, England in 1985. He was admitted to the Bar of New Brunswick in 1983.

Mr. Doucet is a full professor of the Faculty of Law at the University of Moncton and, since 2000, has also been a member of the firm of Patterson, Palmer, Hunt, Murphy in Moncton. He is a former Dean of the Faculty of Law at the University of Moncton. In 1992-1993, he was posted to Paris where he served as Director of the Support to Democratic Process and Promotion of Human Rights with l'Agence internationale de la francophonie. In addition to a jurisprudence digest, comments and notations on contractual obligations, Mr. Doucet has published numerous articles on a variety of topics including linguistic rights.

This appointment is effective immediately.
