QUEBEC JUDICIAL APPOINTMENTS

OTTAWA, February 29, 2000 -- The Honourable A. Anne McLellan, Minister of Justice and Attorney General of Canada, today announced the following appointments:

Jean Bouchard of Quebec City is appointed a judge of the Superior Court of Quebec, District of Quebec. He replaces Mr. Justice Gérard Lebel, who has chosen to become a supernumerary judge.

Mr. Justice Bouchard received his LL.B. Laval University in 1977, and was called to the Quebec Bar in 1978. He obtained a Master of Law degree from Laval University in 1989. From 1979 to 1981, he practised law with the firm Lavery, de Billy. At the time of his appointment, he was practising constitutional and native law with Quebec's Department of Justice. Mr. Justice Bouchard was a constitutional law professor at the Faculty of Law at Laval University from 1986 to 1988. Since September 1996, he has served as a member of the Discipline Committee of the Barreau du Québec. He has participated in numerous professional workshops and conferences.

Michèle Monast of Montreal is appointed a judge of the Superior Court of Quebec, District of Montreal. She replaces Mr. Justice John Bishop, who has chosen to become a supernumerary judge.

Madame Justice Monast received her LL.B. from Laval University in 1980, and was called to the Quebec Bar in 1981. At the time of her appointment, she was practising law with the firm Bélanger, Sauvé, principally in the fields of municipal, labour and civil law. She was a member of the working group of the Canadian Bar Association to study draft legislation dealing with municipal courts. She has participated in a number of professional conferences. Madame Justice Monast is a member of the Canadian Bar Association and of the Laval University Alumni Association.

These appointments are effective immediately.
