QUEBEC JUDICIAL APPOINTMENT ANNOUNCED

OTTAWA, April 2, 2004 - Irwin Cotler, Minister of Justice and Attorney General of Canada, today announced the following appointment:

Denis Jacques of Quebec City is appointed a judge of the Superior Court of Justice of Quebec, District of Quebec. He replaces Mr. Justice F. Tremblay who has elected to become a supernumerary judge.

Mr. Justice Jacques graduated in law from the Université de Laval in 1977, and was admitted to the Barreau du Québec in 1978. Since 1978, Mr. Justice Jacques was a partner with the firm of Grondin Poudrier Bernier where he practiced in labour law, administrative law and professional law. He has appeared before all levels of the courts, including the Supreme Court of Canada.

In the past, Mr. Justice Jacques was Bâtonnier of Quebec and a member of the General Council and Administrative Committee of the Barreau du Québec. He was also Bâtonnier of (the city of) Quebec and is a past member of the Council of the Barreau de Québec.

At the time of his appointment, Mr. Justice Jacques was Vice-President of the National Committee of legislation and law reform of the Canadian Bar Association. He was also Vice-President for Canada of the Union internationale des avocats, governing member of the Fondation du Barreau du Québec and President of Éducaloi.

Mr. Justice Jacques has taught at the Faculty of Law of l'Université Laval as well as at the bar admission course of the Barreau du Québec. He has also been a frequent lecturer in the areas of advocacy, labour law and the legal system.

This appointment is effective immediately.
