FEDERAL COURT OF CANADA JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, January 28, 2002 -- The Honourable Martin Cauchon, Minister of Justice and Attorney General of Canada, today announced the following appointments:

Michel Beaudry, Q.C., of Hull is appointed a Judge of the Federal Court of Canada, Trial Division. He replaces Mr. Justice M.M. Teitelbaum who elected to become a supernumerary judge.

Mr. Justice Beaudry received a Licence in Civil Law from the University of Ottawa in 1966, and was admitted to the Bar of Quebec in 1967. The following year, he co-founded the Hull firm of Beaudry & Beaudry (now known as Beaudry, Bertrand, avocats) where his practice was primarily in civil, labour, and insurance law. Mr. Justice Beaudry is also experienced in matters touching professional responsibility and misconduct. In addition to having appeared before various administrative tribunals, he has appeared before all levels of courts including the Quebec Superior Court, the Quebec Court of Appeal, the Federal Court of Canada and the Supreme Court of Canada.

Mr. Justice Beaudry is former president of the Barreau de Hull. In 1992, he was appointed Queen's Counsel.

Luc J. Martineau of Montreal is appointed a Judge of the Federal Court of Canada, Trial Division. He replaces Mr. Justice P. Denault who resigned from the Court.

Mr. Justice Martineau received a Licence in Civil Law in 1977, and a Master's Degree in Public Law in 1985 from the University of Ottawa. He was admitted to the Bar of Quebec in 1978. At the time of his appointment, he was in sole practice specializing in arbitration and mediation. He has extensive experience in public and administrative law matters, especially those governed by federal legislation. Mr. Justice Martineau has appeared before the Federal Court of Canada as well as various administrative tribunals including the Canada Industrial Relations Board, National Transportation Agency and the Canadian Radio-television and Telecommunications Commission.

Mr. Justice Martineau is the author of numerous publications and throughout his career has been a frequent presenter at professional seminars in his area of expertise.

Carolyn Layden-Stevenson of Fredericton is appointed a Judge of the Federal Court of Canada, Trial Division. She replaces Mr. Justice W.P. McKeown who elected to become a supernumerary judge.

Madam Justice Layden-Stevenson received a Bachelor of Laws from the University of New Brunswick in 1984, and was admitted to the Bar of New Brunswick the following year. At the time of her appointment, she was a partner in the Fredericton firm of Stevenson & Stevenson. Throughout her career, she has practiced exclusively in the area of litigation primarily in family, civil and criminal law matters. She has appeared regularly before the New Brunswick Court of Appeal and the Court of Queen's Bench.

Madam Justice Layden-Stevenson has been a frequent contributer to Continuing Legal Education programs and the Bar Admission Course of the Law Society of New Brunswick and has been a sessional lecturer for the Faculty of Law of the University of New Brunswick. Prior to her appointment, she was serving as a member of the Fredericton Area Legal Aid Committee.

These appointments are effective immediately.
