QUEBEC JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, October 2, 2002 – The Honourable Martin Cauchon, Minister of Justice and Attorney General of Canada, today announced the following appointments:

The Honourable Pierre J. Dalphond, a judge of the Quebec Superior Court, is appointed a judge of the Quebec Court of Appeal. He replaces Mr. Justice Marc Beauregard who has become a supernumerary judge.

Mr. Justice Dalphond graduated in law from l'Université de Montréal in 1978, and received a Certificate in Common Law from Dalhousie University in Halifax the same year. In 1982, he obtained a Master's Degree in Philosophy, Law and Politics (M.Phil.) from Oxford University, England. Appointed to the Quebec Superior Court in 1995, Mr. Justice Dalphond served as an ad hoc judge of the Quebec Court of Appeal since January, 2002.

The Honourable Pierrette Rayle, a judge of the Quebec Superior Court, is appointed a judge of the Quebec Court of Appeal. She replaces the Honourable Pierre Michaud who resigned.

Madam Justice Rayle graduated in law, with great distinction, from l'Université de Montréal in 1969, and was called to the Barreau du Québec in 1970. Madam Justice Rayle was appointed to the Quebec Superior Court in 1995 and at the time of her appointment to the Quebec Court of Appeal, was serving as an ad hoc judge of that court.

Jacques R. Fournier, of Montreal, is appointed a judge of the Superior Court of Quebec. He replaces the Honourable Michel Côté who resigned.

Mr. Justice Fournier obtained a licence en droit civil from l'Université de Montréal in 1977, and was admitted to the Barreau du Québec in 1978. At the time of his appointment, he was practicing law with the Montreal firm Cain Lamarre Casgrain Wells. Throughout his career, he practiced primarily in the areas of real property, administrative law especially in disciplinary matters, and commercial litigation.

A former President of the Barreau du Québec, Mr. Justice Fournier has been a member of the Canadian Bar Association, and served as a Director of the Federation of Law Societies of Canada. He taught civil procedure at l'Université du Québec à Montréal as well as Secured Transactions for the Bar Admission Course of the Barreau du Québec. Mr. Justice Fournier has also been a Faculty Advisor for the Moot Court of the Faculty of Law, l'Université de Montréal.

These appointments are effective immediately.
