Publication of the Proposed Regulations Amending the Pulp and Paper Effluent Regulations in Canada Gazette, Part I, pursuant to the Fisheries Act

Proposed amendments to the Pulp and Paper Effluent Regulations (PPER) have been pre-published on June 28, 2003, in Part I of the Canada Gazette, for a 60-day public comment period. The proposed amendments deal mainly with monitoring and reporting requirements, and focus on streamlining and improving the current PPER and the Port Alberni Pulp and Paper Effluent Regulations, which were issued under the Fisheries Act in 1992. The amendments do not change the fundamental basis of the two existing Regulations, nor do they reduce the effluent quality requirements of the current Regulations.

These amendments are the result of public consultation that spanned over the past five years (to view documents made available in previous consultations, click on November 1997 and on June 2000). During the course of consultations, comments were received from many interested parties, including representatives of pulp and paper mills, industry associations, provincial and municipal governments, environmental groups, Aboriginal groups and the public at large. The Department has carefully considered the views, comments and concerns of the various groups and revised the proposed changes by striking a balance between the diverging views and preferences of the various parties.

Interested parties have until August 27, 2003 to submit their written comments on the proposed amendments. Please refer to the Canada Gazette notice on how to send representation with respect to the proposed amendments. A copy of this notice is available in:

Following the 60-day public comment period, comments will be taken into consideration when developing the final amendments, and the later will then be published in Part II of the Canada Gazette, where they will come into force.
