Civil Aviation Contingency Operations Division utilizes Aviation Incident Reports (AIR) to keep senior Civil Aviation and Transport Canada management advised of critical or high-profile events on a timely basis.

The Civil Aviation Daily Occurrence Reporting System (CADORS) was established to assist Transport Canada in the early identification of potential hazards and system deficiencies, and to assist in the assessment of associated hazards.

Civil Aviation Contingency Operations is the Transport Canada focal point for reporting of operationally immediate or high profile events.

The reporting of information under CADORS is not currently a regulated requirement for aerodrome operators. However, Transport Canada encourages the cooperation of aerodrome operators in reporting operationally immediate or high profile events to Civil Aviation Contingency Operations. This information will assist Transport Canada in responding to events that may have safety implications to all aerodrome operators, or affect the National Civil Aviation Transportation System.

All operators of certified aerodromes should include information on the procedures for reporting operationally immediate or high profile events to Civil Aviation Contingency Operations in their Aerodrome Operations Manual.

To assist aerodrome operators in their efforts to report aerodrome related incident information, the following list details operationally immediate or high profile events which Transport Canada requests your assistance in reporting:

Aircraft Accident - Non-Fatal

  • Major Canadian/Foreign Air Carrier
  • Regional Air Carrier
  • State Aircraft
  • Corporate Aircraft
  • Commercial Operator

Airborne Serious Emergency

  • Large Air Carrier Aircraft
  • Dangerous Goods Involvement

Canadian Airport

  • Crash on Airport
  • Aircraft evacuation due to potential hazard
  • Dangerous Goods Spill affecting operations
  • Environmental Incident - Major
    • POL Spills (> 500 litres or > 30 square meters)
  • Major system, structural failure or labour dispute causing serious disruption to operations
  • Illegal Acts
    • Aircraft Hijacking - in Canada
    • Hostage Taking
    • Terrorist activities
    • Bomb Threats/Bomb Found
      • Civil Aircraft

High-Profile Events

Civil Aviation Occurrence with possible:

  • House of Commons Interest
  • Media Interest
  • Foreign Aviation Authority Interest

Level of Service - civil air-related occurrences with the potential for substantial reduction in service for a significant duration:

  • Abnormal ATS disruptions
  • System/facility failures
  • Labour actions/strikes

Other occurrences/situations considered by Headquarters or Regional management as high-profile and passed to airport managers.

Operators are requested to pass pertinent information via telephone (24 hours per day, 7 days per week) to the Aviation Operations Center at (877) 992-6853. A follow-up report form has been developed for ease of reporting.
