Education: St. Francis Xavier Univ., N.S. (B.A.); Queen's Univ., M.A. in Public Administration.

Honorary Degree: LL.D., St. Francis Xavier Univ., N.S. (2005)

Parliamentary Service: Appointed to the Senate on September 13, 1979.

Ministerial Appointment: Sworn to Queen's Privy Council June 30, 1986 and served from that date as Leader of the Government in the Senate (until November 4, 1993) as Minister of State, Federal-Provincial Relations (until April 21, 1991) as Minister responsible for Atlantic Canada Opportunities Agency (June 1987 to September 1988) and Acting Minister of Communications (December 1988 to January 30, 1989).  Chairman of cabinet committees on Communications (1989-1993); Social Policy, Human Resources and Legal Affairs (1991-1993) and Economic Policy (1993) as well as of numerous ad-hoc cabinet committees.

Past Committee Service: Co-Chair., Joint Ctee of the Senate and the House of Commons on Official Languages, 1980-84. Chair., Standing Senate Ctee on Banking, Trade and Commerce (Dec. 1984 to Jun. 1986). Chair., Standing Senate Ctee on National Finance (1995-1996 and 1999-2004). Chair., Standing Senate Ctee on Social Affairs, Science and Technology (Oct. 22, 1997 to September 18, 1999).
