• WIPO Domain Name Process Regional Consultation, Toronto, January 19, 1999: Through the release of a White Paper in June 1998, the U.S. government has initiated a process to reform the international domain name system, including the granting of domain names by generic top-level domain name (gTLD) registries. As part of this reform process, the World Intellectual Property Organization (WIPO) has convened an international process to address the intellectual property and related dispute resolution issues associated with Internet domain names. WIPO issued a "Request for Comments on Issues Addressed in the WIPO Internet Domain Name Process" in September 1998. Four areas are canvassed: 1) measures to aid in dispute prevention; 2) dispute resolution; 3) process for the protection of famous and well-known marks; and 4) addition of new gTLDs. WIPO has completed a first round of regional consultations on these issues and released its Interim Report (RFC-3) on December 23, 1998. A second round of consultations started in January 1999. The recommendations from this international consultation process will be provided to the private sector corporation being set up to run the international domain name system.
  
  One of the regional consultations was held in Toronto on January 19, 1999. The Toronto consultation was co-sponsored by the Patent and Trademark Institute of Canada (PTIC), the Canadian Association of Internet Providers (CAIP) and the University of Toronto, with the support of Industry Canada. • The WIPO Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications (SCT) has recently begun to look at trade-marks and the Internet.

  In preparation for discussion by the SCT, WIPO is undertaking a preliminary study of the following two questions: "(i) How can a relationship be determined between a sign or mark that is used on the Internet and particular goods or services? and (ii) How can a relationship be determined between a sign or mark that is used on the Internet and a particular country or territory?"

• The Copyright Board released their decision on SOCAN's proposed Tariff 22 (Transmission of Musical Works to Subscribers via a Telecommunications Service Not Covered Under Tariff Nos. 16 and 17). SOCAN has applied to the Federal Court of Appeal for judicial review of the decision.
