CANADA-NOVA SCOTIA OFFSHORE PETROLEUM BOARD

COORDINATED PUBLIC REVIEW

Deep Panuke Offshore Gas Development Project

The Canada-Nova Scotia Offshore Petroleum Board (CNSOPB) and the National Energy Board (NEB) have received applications from EnCana Corporation (EnCana) to construct and operate its proposed Deep Panuke Offshore Gas Development Project (the Project) offshore Nova Scotia. To avoid any duplication and public confusion which might arise from carrying out separate hearings, the two Boards have co-ordinated one public review process to hear the two applications at the same time.

Prior to the oral hearings this spring, public consultation sessions will be held to discuss the public review process and the issues that should be considered in the review. These sessions will be held in Halifax on Thursday, January 9, 2003, at 9:00 a.m., at the Westin Nova Scotian Hotel, 1181 Hollis Street, and in Guysborough on Saturday, January 11, 2003, at 9:00 a.m., Chedebucto Place, 27 Green Street.

The oral hearings are scheduled to begin in Halifax on April 28, 2003.

If you wish to provide written comments on the applications, please send them to the Secretariat at the address above by Thursday, April 10, 2003. If you wish to provide oral comments at the hearing, please register as a participant with the Secretariat by Thursday, March 6, 2003. Any person wishing to intervene in this proceeding must apply for intervenor status with the Secretariat by Monday, January 6, 2003, and send a copy to the applicant at EnCana Corporation, Founders Square, Suite 700, 1701 Hollis Street, Halifax, Nova Scotia B3J 3M8. This Project has also undergone an environmental review under the Canadian Environmental Assessment Act (CEA Act) through a Comprehensive Study Report, which is being reviewed by the federal Minister of the Environment. If the Minister decides that the Project is likely to cause significant adverse environmental effects that cannot be justified, or that the Project should be referred to mediation or a review panel under the CEA Act, then the Deep Panuke Coordinated Public Process will not continue as proposed.

CANADIAN ENVIRONMENTAL ASSESSMENT ACT

Model Class Screening Report for Prairie Grain Road Projects in Manitoba, Saskatchewan and Alberta — Public Notice

The Canadian Environmental Assessment Agency (the Agency) declares the Model Class Screening Report for Prairie Grain Road Projects in Manitoba, Saskatchewan and Alberta to be a Class Screening Report pursuant to the provisions of subsection 19(1) of the Canadian Environmental Assessment Act (the Act).

In making the declaration proposed by the Prairie Farm Rehabilitation Administration (PFRA), the Agency reviewed the proposed Model Class Screening Report (MCSR) and took into account comments received from the public. The Agency determined that the project-screening process described in the document, and the procedures, requirements and time periods relating to environmental assessment and follow-up programs, facilitate the requirements of the Act to be met on similar future projects.

The declaration is effective December 21, 2002, and is subject to the following terms and conditions:

— The declaration period is valid until March 31, 2007.

— PFRA will notify the Agency, in writing, a minimum of six months prior to the date on which the declaration expires, of its intention to renew the MCSR as is; or to renew the MCSR with modifications or additions; or to not renew the MCSR and thereby allow the declaration to expire.

— To renew the MCSR, PFRA must submit the proposed class screening report to the Agency for renewal of the declaration not less than two months prior to the expiration date of this declaration.

— PFRA will place the MCSR and subsequent Class Screening Project Reports in the Public Registry in its regional offices. PFRA will maintain a running tally by sub-class of all projects completed under the class, and submit the tally semi-annually to the Agency for incorporation in the Federal Environmental Assessment Index (i.e., September 30 and March 31).

— Any amendments to the MCSR will be developed and implemented in accordance with the provisions for amendment contained in section 7 of the MCSR.

CANADIAN INTERNATIONAL TRADE TRIBUNAL

AMENDMENT TO THE NOTICE OF COMMENCEMENT OF INVESTIGATION

4-thread Twill Fabrics

The Canadian International Trade Tribunal (the Tribunal) hereby gives notice of an amendment to the notice of commencement of investigation that was published in the December 7, 2002 edition of the Canada Gazette, Part I, following the receipt of a request for tariff relief (Request No. TR-2002-003) from Alpine Joe Sportswear Ltd. (the requester) of Vancouver, British Columbia. The amendment reflects a request by the requester to set a price point, indexed annually, in the description of the goods for which tariff relief is being sought.

The request is for the removal, for an indeterminate period of time, of the customs duty on importations from all countries of woven fabric, dyed, 4-thread twill, containing 60 percent or more by weight of polyester staple fibres, 30 percent or more by weight of cotton fibres and 5 percent or more by weight of elastomeric monofilaments, measuring in the warp direction, per single yarn, 170 decitex or more but not exceeding 180 decitex, and measuring in the weft direction, per single yarn, 315 decitex or more but not exceeding 333 decitex, having a yarn count in the warp direction of 423 or more but not exceeding 447 per 10 cm, and a yarn count in the weft direction of 246 or more but not exceeding 262 per 10 cm, of a weight not exceeding 300 g/m2, valued at $7.50/m2 or more, indexed annually to compensate for inflation, of subheading No. 5514.22, for use in the manufacture of uniform or hiking pants and shorts or bicycle touring shorts (the subject fabric).

The Tribunal is conducting an investigation under section 19 of the Canadian International Trade Tribunal Act into the appropriateness of reducing or removing the customs duty on importations of the subject fabric, which is classified in subheading No. 5514.22.

The Tribunal's investigation was commenced on November 28, 2002, and is being conducted by way of written submissions. To participate in the Tribunal's investigation, the requester or an interested party must file with the Tribunal a notice of appearance in Form I of the Textile Reference Guidelines on or before December 19, 2002. Parties that have filed notices of appearance with the Tribunal in this investigation continue to be considered parties to the investigation and need not file additional notices. The Tribunal's recommendations to the Minister of Finance are scheduled to be issued by March 28, 2003.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2002-041) from Hike Metal Products Ltd., of Wheatley, Ontario, concerning a procurement (Solicitation No. F7047-020065/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Canadian Coast Guard. The solicitation is for the supply of a hovercraft for search and rescue. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

It is alleged that, contrary to the applicable trade agreements, PWGSC improperly applied limited tendering procedures for the procurement.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2002-040) from IBM Canada Limited (IBM) and the Carleton University Centre for Trade Policy and Law, of Ottawa, Ontario, concerning a procurement (Solicitation No. SEL-02-A-031004-01) by the Canadian International Development Agency (CIDA). The solicitation is for the acquisition of management services for the Asia-Pacific Economic Cooperation's Economic Integration Program. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

It is alleged that CIDA improperly rejected the bid proposed by a consortium comprising PricewaterhouseCoopers Consulting (PwC Consulting) and the Carleton University Centre for Trade Policy and Law because the pending change in ownership of PwC Consulting meant that IBM or an entity within IBM's group would sign any resultant contract.

The Canadian International Trade Tribunal, under the provisions of subsection 76.03(3) of the Special Import Measures Act, has conducted an expiry review of its order made on December 10, 1997, in Review No. RR-97-003, concerning bicycles, assembled or unassembled, with wheel diameters of 16 inches (40.64 cm) and greater, originating in or exported from Chinese Taipei (formerly designated as Taiwan) and the People's Republic of China, excluding bicycles with an FOB Chinese Taipei or People's Republic of China selling price exceeding CAN$325, and bicycle frames originating in or exported from the aforementioned countries, excluding bicycle frames with an FOB Chinese Taipei or People's Republic of China selling price exceeding CAN$100.

Pursuant to paragraph 76.03(12)(b) of the Special Import Measures Act, the Canadian International Trade Tribunal hereby:

1. continues its order concerning bicycles, assembled or unassembled, with wheel diameters of 16 inches (40.64 cm) and greater, originating in or exported from Chinese Taipei and the People's Republic of China, with an amendment to exclude bicycles with an FOB Chinese Taipei or People's Republic of China selling price exceeding CAN$225 and to exclude bicycles with foldable frames and stems originating in or exported from Chinese Taipei and the People's Republic of China; and

New Brunswick Power

The National Energy Board (NEB or the Board) has issued Hearing Order EH-2-2002 with respect to the New Brunswick Power (NB Power) May 31, 2001 application. NB Power filed a revised application with the Board July 26, 2002. This application is made pursuant to sections 58.16 and 58.23 of Part III.1 of the National Energy Board Act (the Act), for the construction and operation of a 345 kV international power line.

PREFERRED ROUTE

The proposed power line would be approximately 95 kilometres in length and would run through southern New Brunswick from the existing transmission terminal at the Point Lepreau Generating Station to a point on the Maine — New Brunswick border west of St. Stephen, New Brunswick. PATENTED MEDICINE PRICES REVIEW BOARD

And in the matter of Schering Canada Inc. (the "Respondent") and the medicine "Remicade"

Notice is hereby given that the Patented Medicine Prices Review Board (the Board) will hold a hearing at its offices in the Standard Life Centre, 18th Floor, 333 Laurier Avenue W, Ottawa, Ontario, commencing on Monday, April 7, 2003, at 9:30 a.m., or as soon thereafter as the hearing may be held. A pre-hearing conference has also been scheduled for Wednesday, February 12, 2003, at 9:30 a.m., at the Board's offices.

The purpose of the hearing is to determine whether, under sections 83 and 85 of the Patent Act, the Respondent is selling or has, while a patentee, sold the medicine known as Remicade in any market in Canada at a price that, in the Board's opinion, is or was excessive and if so, what order, if any, should be made.

Remicade is a genetically-engineered sterile lyophilized concentrate for intravenous injection. This selective immunomodulating agent is made from a specially developed antibody (termed a monoclonal antibody) called cA2, which acts against tumor necrosis factor (TNF alpha). It is supplied in vials which contain 100 mg of the active ingredient. Remicade is sold pursuant to a Notice of Compliance issued by Health Canada on June 6, 2001, for the treatment of Crohn's disease and a Notice of Compliance issued on September 27, 2001, for the treatment of rheumatoid arthritis.
