Management Services

Ensuring quality within Civil Aviation for all employees and stakeholders!!!

The Management Services Branch is made up of four separate and distinct divisions each with its own specific and unique set of responsibilities.

Quality Assurance

The Quality Assurance Division develops and maintains the integrated management system and a quality assurance program to measure and maximize the quality and effectiveness of Civil Aviation for Canada and Canadians, as well as contribute to the improvement of public confidence in the Civil Aviation program.

Program Planning, Analysis and Reporting

The Program Planning, Analysis and Reporting Division of the Management Services Branch oversees program planning including business planning and financial management services, activity time and frequency standards, activity costing and performance reporting for Members of the National Civil Aviation Management Executive in support of the Civil Aviation program at Transport Canada.

Human Resources

The Human Resources Division provides information and advice on Human Resource issues to assess impact on the Civil Aviation program and makes recommendations for implementation and application in a consistent manner by reviewing and analyzing policy and planning issues raised by program and corporate management and/or by central agency representatives.

Multimedia Publishing Services

The Multimedia Publishing Services (MPS) Division provides and maintains a complete 'in-house' publishing capability, with the exception of content, translation and editorial services. MPS understands all Canadian government publishing policies and guidelines and advises clients on copyright issues for publication products.

MPS Services include the management, design, contracting, production and distribution of all Transport Canada (TC) publications and forms. These products include a full range of printed materials such as manuals, brochures, forms, posters, and newsletters; interactive multimedia products such as CD-ROMs, DVDs and videos; web-ready products and technologies, such as Flash, web video and e-Learning products; and departmental promotional items. A centralized database of TC publications is maintained by MPS. In the fall of 2003, the Deputy Minister designated MPS as the central distribution point for all Transport Canada publications.

In 2005, the MPS mandate was expanded to include responsibility for managing and standardizing, as the Issuing Authority, all TC Inspector Credentials, including biometric requirements. In 2007, the mandate was further expanded to centralize and standardize Inspector clothing and personal protective equipment with MPS, given their ability to provide supply chain management for these items.

Although MPS was established to service the publishing needs of Civil Aviation, in 2004 the Safety and Security Group Management Committee (SSMC) designated MPS as the Group Publisher, thus allowing all modal areas, such as Rail, Marine and Road Safety, to taken advantage of the expertise and experience within MPS.
