Approved PPC Groupings for Aeroplanes of Less Than 7,000 Pounds MCTOW

PURPOSE

This Commercial and Business Aviation Advisory Circular (CBAAC) provides air operators of aeroplanes operating pursuant to Canadian Aviation Regulation (CAR) Subpart 703 - Air Taxi Operations with the list of aeroplane types of less than 7,000 pounds Maximum Certified Take-Off Weight (MCTOW) that are approved for grouping for recurrent Pilot Proficiency Checks (PPCs).

Air Carrier Advisory Circular (ACAC) 0131, dated September 22, 1997.

BACKGROUND

ACAC 0131 announced that all existing PPC groupings for aeroplanes of less than 7,000 pounds MCTOW would be re-assessed by Transport Canada, Commercial and Business Aviation according to the methodology contained in TP 12993, The Common Qualification and Training Manual. Following publication of the list of approved groupings, Transport Canada would publish an implementation schedule to provide air operators who held groupings that had been cancelled as a result of the re-assessment time to adjust to the changed circumstances.

IMPLEMENTATION

The list of approved groupings also contains the list of cancelled groupings.

Air operators that hold groupings that have been cancelled will have until June 30, 2000, to adjust their training programs to accommodate the changed circumstances. After that date recurrent PPCs must be completed on each of the types in the cancelled grouping. Operators that wish to dispute a cancelled grouping must apply to their region with objective data to support their argument. Regions will, in turn, apply to the Chief, Commercial and Business Aviation, Operational Standards for a review of the grouping in question.

All new requests for groupings will be submitted from the Regions to the Program Manager, Commuter and Air Taxi Standards at Commercial and Business Aviation, and will be assessed according to TP 12993.

CONCLUSION

The list of approved groupings will be published on the Transport Canada Commercial and Business Aviation Web site, and will be updated regularly.

The new method for assessing PPC groupings contained in TP 12993 will provide a more objective standard for assessing aeroplanes for PPC grouping, and will be applied in a uniform manner nationally by Transport Canada.
